Yes, you have recognized it rightly. Everyone of us has responsibility at individual level while moving on road that must be understood and fulfilled.
I was taught to be a defensive driver and always leave appropriate space in front of me between my vehicle and the one next to me or in front of me. When someone is too close in back of me, I lightly tap on the brakes warning to back off. They usually do.
